UN Women conducted Gender Responsive Budgeting (GRB) trainings in Çanakkale, Edirne, Kocaeli and Gaziantep during May-June 2014 within the scope of “UNJP Promoting the Human Rights of Women” carried out by UNDP, UN Women and Sabancı University and funded by Sabancı Foundation.
Because municipalities are obliged to prepare their strategic plans within the 6 months after the local elections, conducting GRB trainings at this period is quite a significant step for gender mainstreaming. Since the targets, objectives and indicators for improving gender equality to be included in these strategic plans would enable that this approach is reflected on the activities conducted by the municipalities and the allocation of required budget for these activities in the forthcoming 5 years, this issue has been particularly highlighted during the GRB trainings.
The GRB trainings in the aforementioned 4 provinces were conducted by international GRB expert Ms. Elisabeth Klatzer and the national experts Asst. Prof. Özgün Akduran and Mr. Metehan Gültaşlı. These trainings were held by the participation of Municipality staff and the representatives of Citizen Council, Women’s Assembly, universities’ women research centers and CSOs. From Municipalities 61 and from CSOs and other institutions 50 people participated in the trainings. Besides, representatives from Provincial Directorate of Family and Social Policies and experts from the General Directorate on the Status of Women who had attended the training of trainers before participated in the trainings.
On the first day of the training, with the group consisting of the representatives of citizen council, women’s assembly, universities’ women research centers and CSOs, a work considering the good practice examples of different countries was conducted and the works these actors can do in their own provinces on GRB were discussed. On the second day, the examples, methods and principles of GRB works that can be conducted in the Municipality were handled with municipality officials. On the last day of the training, these two different target groups prepared a “GRB Draft Road Map” by discussing the concrete steps that can be taken on GRB.
Edirne Municipality Mayor Mr. Recep Gürkan attended to the last session of the Edirne GRB training and expressed that he would provide the essential support the GRB Road Map, which was presented to him by the participants, to be put into practice. Ms. Gürkan also highlighted that for GRB Road Map being put into practice there should be a strong cooperation between the Municipality and the CSOs.
On the last day of Gaziantep training, Deputy Mayor Mr. Mehmet Durdu Yetkinşekerci attended the training and conferred the “Gaziantep Metropolitan Municipality Road Map” with the participants. After the training, Mayor Ms. Fatma Şahin was visited in her office by the municipality officials and CSO representatives and informed about the GRB Road Map. Stating that “I am so glad to witness that the project we started during my ministry is now being implemented in Gaziantep”,Ms. Şahin expressed that they will support the steps to be taken in the Municipality.
